The project has two outcomes: 1. Improved case management systems that are operational, automated, and institutionally coordinated across the criminal justice chain. 2. Strengthened anti-corruption policy frameworks and inclusive engagement of women’s rights organisations and civil society.
Speaking during the launch, the Head of Austrian Embassy/ Development Cooperation, Dr. Katja Yvonne Kerschbaumer said, “Austria’s investment in this initiative comes because justice systems are central to public trust, sustainable development and human dignity. When justice institutions are efficient, transparent and accountable, citizens are better able to claim their rights, resolve disputes and participate meaningfully in society.”
In his remarks, UN Resident Coordinator in Uganda, Mr. Leonard Zulu said, “today’s event represents more than the commencement of a new project. It reflects our shared commitment to strengthen Uganda's justice and accountability sector through accountable institutions, transparent systems, integrity in public service, and improved access to justice for all, particularly the most vulnerable communities.”

“This collaboration therefore brings together Austria's commitment to sustainable development and effective governance with UNODC's technical expertise in strengthening criminal justice systems and the rule of law, thereby creating a strong partnership that advances both Uganda's national priorities and the global Sustainable Development Goals,” added Mr. Zulu.
For his part, UNODC Regional Representative for East Africa, Mr. Ali Elbereir, noted that “In line with the UNODC Strategic Vision for Eastern Africa 2024–2030, the project contributes to safeguarding people and institutions from corruption and economic crime, while supporting efforts to make criminal justice systems more effective and accountable.”
While UNODC Head of Office in Uganda Ms. Winnie Jeptum Bargoria pointed out that, “as a critical first step, UNODC commissioned a baseline assessment in Gulu and Moroto Districts to establish the evidence needed to guide implementation, measure progress, and ensure that our interventions respond to the realities and priorities of the communities and institutions we serve.”
